Howard Fancy has been Secretary for Education since July 1996.
This has been a period of considerable change when major reforms have been taking place in the early childhood education and tertiary sectors. In the school sector major initiatives have centred on ICT, literacy, numeracy, assessment and senior secondary qualifications – the NCEA. During this period a substantial investment has taken place in building a strong information base around indicators of student achievement, effective practice and system health.
A significant reorientation of the Ministry has also occurred. The Special Education Services and Early Childhood Development have merged with the Ministry.
The Ministry is involved with a number of intensive schooling improvement programmes. The capability of local network offices has been realigned to better support local education provision and better engagement in education by students, families and communities. It has entered into a number of education partnerships with Māori. The Ministry’s role in the areas of early childhood services, special education, and the building of ICT infrastructure has substantially increased.
Prior to joining the Ministry of Education Howard was Chief Executive of the Ministry of Commerce, an adviser in the Department of Prime Minister and Cabinet and a Deputy Secretary at Treasury.
