Dr David Dickens is the newly appointed Director of the Centre for Strategic Studies at Victoria University. He has recently attended a meeting of the Council for Security Cooperation in Asia Pacific (CSCAP) in Beijing where he was able to observe, at first hand, reactions to the bombing of the Chinese embassy in Belgrade and to the Balkans War in general.
