Mr. Alzugaray graduated at the Higher Institute of International Relations in 1994 in Havana. Has worked as a diplomat for 20 years, having three postings in China, including Consul General in Shanghai (2003 – 2005) and Deputy Head of Mission in Beijing (2007 – 2012). After going back to Havana, started once again at the Asia Pacific Division of the Ministry of Foreign Affairs, assuming as Deputy Director in 2013 up to his appointment as Ambassador to New Zealand in 2015. Ambassador Alzugaray presented his letter of credentials to Governor General Sir Jerry Mateparae on November 26th 2015 and has been also assigned as ambassador to Cook Islands, Fiji, Kiribati, Niue, Samoa, Tonga and Tuvalu, having presented his credentials to relevant Head of States in Funafuti and Suva on March 29th and April 1st, respectively.

He has attended studies at Peking University and the Foreign Affairs College, also in Beijing.

Mr. Alzugaray is fluent in English and Chinese, is married to Mrs. Elizabeth C. Vela Jaime and they have two children.
