Dr. Helder Da Costa is from Timor-Leste. He currently serves as Tertiary Education Manager of the Asia 2000 Foundation of New Zealand. He has a Bachelor in Agricultural Economics at Satya Wacana Christian University, Indonesia; a Masters Degree in Agricultural Economics at Massey University sponsored by NZODA; and a PhD in Economics (Trade Policy) at the University of Adelaide sponsored by AusAID.

Before joining Asia 2000 in May 2003, he was involved in reviewing the country programme strategy for AusAID and in formulating economic and social strategies in Timor-Leste for the Asian Development Bank (ADB). He was the Executive Director of the East Timor’s National Research Centre and lectured at the Universidade Nacional Timor Lorosae in Dili for two years. He has contributed a number of opinion editorials in the Australian Financial Review and has published 3 book chapters on East Timor’s economic issues in the past two years.

Dr Da Costa has also been a visiting fellow to a number of universities including ANU in Canberra, ISEG Lisbon in Portugal, and other universities in the US. He was selected by the University in Dili as the Moderator for the first Presidential Debate in Timor-Leste in 2002.
